Vendors to Obtain Licenses for Tobacco Sales in the Near Future


The implementation of the Tobacco Vendor Licensing system is on the horizon for Rajasthan, with municipal bodies set to issue licenses to tobacco vendors. This initiative aims to ensure compliance with the Cigarette and Other Tobacco Products Act, 2003 (COTPA), effectively map tobacco-selling shops, limit the number of such establishments, curb illicit trade, and contribute revenue to the government.

Jhabar Singh Kharra, the Urban Development Housing (UDH) and Local Self Government (LSG) minister, announced plans to direct the LSG department director to issue a state-level notification, mandating vendors to obtain licenses for selling tobacco products. Kharra made this announcement during the concluding ceremony of a two-day workshop on tobacco control, tobacco vendor licensing, and WHO FCTC 5.3, organized by SRKPS in collaboration with the National Tobacco Control Programme, Department of Medical and Health, and the International Union against TB & Lung Disease (The Union).

Kharra emphasized that the tobacco vendor licensing system would soon be implemented across the state through municipal corporations, municipal councils, and municipalities. He underscored the role of tobacco as a gateway to intoxication, leading to addiction and, in some cases, drug use. Kharra expressed a commitment to taking measures to make Rajasthan a tobacco-free state.

Ravi Jain, the Panchayati Raj department secretary, pledged to initiate tobacco vendor licensing and enforce COTPA compliance in rural areas through the department. He also announced plans to take sarpanchs on field visits to commendable gram panchayats that excel in various areas, including tobacco control and cleanliness.

Dr. Rakesh Gupta, the president of the Rajasthan Cancer Foundation, advocated for the inclusion of medical institutions in tobacco control efforts, suggesting that the community medicine department should play a central role. Representatives from various organizations, including SEEDS and Asthma Care Society, shared their experiences and insights during the workshop.

Kharra concluded the event by distributing certificates to workshop participants. SRKPS CEO Rajan Choudhary welcomed the guests and outlined the workshop’s objectives, while project manager Jyoti Choudhary delivered the vote of thanks.
